Rod Williams
Rod is a life member of MOAA and joined the Columbia River Chapter in 2004. He is the current president. He has previously served as president, vice president, and legislative committee chair.
A retired Air Force Captain, Rod was a MSgt with 14 years of service when commissioned in 1982. He served multiple tours in Europe and SEA and on command staff and multiple inspection teams. At his last assignment Rod was a squadron commander and the installation’s first director of process improvement.
After retirement in 1993, Rod was with the Board of Police Commissioners for the St Louis, MO, Metropolitan Police Department for four years. He then moved through a series of senior management positions in the health care industry focused on systems implementation, care delivery processes, quality, and compliance. He retired for the second time in September 2020 and lives in Vancouver.

Evelyn Brady
Evelyn is a MOAA Life Member and has been a chapter member since 2009.
She served in the Army National Guard for 25 years and retired in November 2013.
Her last active duty assignment as a Nurse Case Manager for the Community Based Warrior Transition Unit ended in 2012.
She served as the 2nd Vice President and Membership Recruitment Chair since 2013.
Evelyn was elected President February 2016 and served as President until Jan 2020.
Federal Legislative Chair
Maj. Gen. Richard C. “Buck” Marr, USAF (Ret)
Marr received a Bachelor of Arts from the University of Arkansas and a Master of Science from Troy State University, Ala.
He is a graduate of executive level national security courses at Harvard University and Johns Hopkins University.
A pilot, he was awarded the Distinguished Flying Cross and ten air medals flying special operations missions in Vietnam.
His military career includes two Pentagon tours and command of three Air Wings and the Air Mobility Warfare Center.
He participated in the Operation Desert Storm and the Balkan conflicts. His final assignment was as Chief of Staff, Joint Forces Command, Norfolk NAS.
Following his active-duty career, he was a senior director with General Dynamics Corp and a vice president with Lockheed Martin Corp.
He was principle in Marr & Associates, Defense Consulting.
Marr served on the MOAA National Board of Directors from 2010-2016 where he was the Chair of the Government Relations Committee

Dave Casteel
Dave was elected as President, Washington State Council of Chapters (WSCOC) in October 2017 and represents approximately 9,000 MOAA members and their families. Previous to that, he served as WSCOC Vice President for Government Relations and Affairs. In these roles, he represented MOAA on the Veterans Legislative Coalition (VLC) in Olympia along with representatives of 17 other Veterans Service Organizations. The VLC monitors veterans-related legislation and testifies in support of bills in the Washington State legislature that support veterans and their families,
A life member of MOAA, Dave is a past chapter president of the Columbia River Chapter where he also served in roles of VP, Membership chair, and Legislative Affairs chair. He has been a chapter member since 2004.
He also serves as the President of the Columbia River MOAA Foundation (CRMF). The CRMF is the IRC 501(c)3 public nonprofit charity of the chapter which manages the chapter’s Scholarship and Support the Troops Funds.
Dave retired from active duty in 1994 with 24 years of service in the Air Force in the grade of Colonel. His last active duty assignment was at MAJCOM HQ/AETC (Air Education and Training Command) as Chief, Plans and Readiness Division (XOX). Previous to that he served as Chief, Navigator Training Division at the HQ.
A career master navigator, Dave has over 2000 flying hours in the B-52G and T-43A aircraft, including 861 combat hours.
His decorations include the Legion of Merit, Distinguished Flying Cross with 1 OLC, Air Medal with 3 OLC, Armed Forces Expeditionary Medal and Vietnamese Service Medal among other decorations and awards.
He graduated from the University of Puget Sound with a B.A., and from the University of Southern California with a M.S. in Systems Management. He also attended the Air Force Command and Staff College.

Terry Babin
Commission in 1969. Retired Marine Colonel. Served in Vietnam 1970-1971 as a Combat Engineer.
Held six commands ranging from company commander to Commanding Officer of the Marine Corps Engineer School.
Served several times on top-level staffs including two at Headquarters, Marine Corps, and Special Assistant to the Commander, U.S. Southern Command.
Retired in 1995.
Life member of MOAA.
Served as Columbia River Chapter Treasurer and also as President.
Currently chairing the Membership Services Committee and serving as the Personal Affairs Representative

John Donnelly
John is a past chapter President and Secretary as well as Washington State Council of Chapters President.
A retired Air Force Colonel, John was the Executive Director at the Pearson Air Museum in Vancouver.
He is very active in the community and is the Immediate Past President of the Vancouver Lions Club.
He currently serves as Commodore of the Sailing Club

Rich Wersinger
Rich was commissioned in 1970 through the NROTC program at the University of South Carolina. His first Ensign assignment was MPA aboard USS Stribling (DD-867), a WW2 Gearing Class Destroyer! Following deployments to the Mediterranean Sea, the MidEast and WestPac in US Navy destroyers and Frigates (couple of Engineer Officer billets), Rich started his civilian career in 1979. He retired in 1994 as a Commander, with about 12 years active and 12 years reserve service.
Rich’s last active duty assignment was at the Naval Sea Systems Command, Surface Ship Maintenance Project. He is a qualified Surface Warfare Officer, Officer of the Deck (Fleet Operations), Engineer Officer of the Watch (1200psi), and a Shellback.
Rich has served as our our Chapter newsletter editor, website advisor, and Navy Rep. He enjoys spending time with his Sweet Bride, kids and Grandchildren!
